How to clear your iPad cache, cookies and history

On my iPad air, I try to delete my search history in settings-safari, but it's not highlighted blue and it's grey. The button below it saying clear cookies and data, is highlighted blue. When I also try to click the book button on safari and it's grey and I can't click it. Please help me Your search history isn't available right now.
