Reason: The Network Access Permission setting in the dial-in properties of the user account in Active Directory is set to Deny access to the user. To change the Network Access Permission setting to either Allow access or Control access through NPS Network Policy, obtain the properties of the user account in Active Directory Users and Computers

The NPS collects information and compares the remote computer's configuration against a pre-determined network access policy that can be customized by the administrator. Policies can be configured to either monitor or isolate based on the administrators preference as, shown in Figure 6.4

Make sure Control access through NPS Network Policy is selected. Configure Network Policy Server: We need to create an NPS policy to allow only specific users to connect to the VPN server based on specific conditions which we can define in the policy.
